The British Government decided to established the first colony in New South Wale on August 1786, Sixteen years after Captain Cook had first landed on Australia's East Coast. Thus, England had the rights to claim Australia while simultaneously preventing France or Spain the rights to claim Australia. The colony was mainly consisted of convicts because the British prison was overflowed with prisoners; the result of no labour and poverty. The British Government was tremendously concerned about their country's disruption if they continue to allow this critical situation to happen. So, they ordered the convicts to sail to Australia with the military and civilian personnel to Botany Bay, under the authority of Captain Arthur Philip.
